Champaign County Department of Job & Family Services is now hiring.
RESPONSIBILITIES:
Primary duties of this position will be to determine eligibility for SNAP, Medicaid, and Title XX public assistance benefits to customers who are determined Aged/Blind/Disabled, living in Long Term Care or receiving Home Community Based Services (HCBS), Special Recovery Services, or Disability Determination Medicaid. The person will be performing case management and customer service type duties daily while maintaining an individualized caseload and a shared case bank.

MINIMUM QUALIFICATIONS:
Must have good verbal and written communication skills. Excellent time management skills and ability to multi- task with a strong attention to detail. A year prior experience as Eligibility Referral Specialist 1, or experience in human services, behavioral or social science, education or related field; OR education or experience in interviewing techniques, business math, case preparation techniques, business writing, customer service techniques and computer technology; OR high school diploma (or equivalent) plus work experience which meets the minimum essential functions of the position.

PREFERRED QUALIFICATIONS:
Knowledge of laws and regulations governing Public Assistance Programming, Ohio Administrative Code (OAC), explain rights, responsibilities, requirements, and regulations. Experienced or have working knowledge of Medicaid Information Technology System (MITS), Ohio Integrated Eligibility System (OB), Hearing and Appeals Tracking System (HATSX) as back up, Ohio Enterprise Document Management System (EDMS), Compass Pilot, and other state supported or internet systems.

The City of Urbana, Ohio is seeking applicants for the full-time position of Zoning Officer.  The Zoning Officer works in the Administration Department, under the direction of the City Engineer.  The primary duties include issuing zoning permits, and site inspections, enforcement of various City Codes, including, but not limited to, sidewalk maintenance, sign, and other related zoning codes, ensuring compliance with current City of Urbana ordinances and resolutions, while working to ensure the health, safety, and welfare of our community. The normal work schedule is 8:00am to 5:00pm, Monday through Friday, with the ability to attend and participate in City Council meetings, as well as schedule, prepare and conduct meetings of the Board of Zoning Appeals, Planning Commission, Design Review Board and Board of Nuisance Appeals meetings. Additional meetings and special projects may be assigned, as needed; must possess and maintain a valid driver’s license.  Applicant must be able to obtain Certified Floodplain Manager certification within one year of hire. 
 
The qualifications for this position include the following:
  • An Associate’s degree in a public service, construction management, urban planning, architecture, real estate or civil engineering related field. A bachelor’s degree in a public service, construction management, urban planning, architecture, real estate or civil engineering related field is preferred.  Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered. 
  • Intermediate skill level in Microsoft Office, especially, Word, Excel and PowerPoint (willing to learn other applications, as needed). Ability to become proficient in operating a web-based nuisance data tracking system.
  • Demonstrated ability to work with all people in a productive, professional, and customer-friendly manner; Ability to communicate effectively by phone, in-person, and by written correspondence.  
  • Knowledge in zoning and/or planning fundamentals and concepts is preferred. 
  • Ability to comprehend, apply, and enforce City, State, and other relevant codes and regulations.
  • Ability to make decisions in a fair, impartial, and reasonable manner.
  • Ability to read plans and other engineering documents, and complete relevant independent research with the appropriate county office(s), including the county’s Recorder, Building Dept. and Engineer.
  • Understanding and acceptance of the City of Urbana’s Code of Conduct for Employees.  Committed to upholding the Code of Conduct throughout their employment.
  • Abilities in researching, critical analysis, verbal and written reporting, and presentation skills in a professional manner.

As the Community Liaison Specialist, you will be responsible for sourcing, attracting and identifying candidates for open positions and hard to fill positions. The specialist will develop working relationships with hiring managers in order to understand their needs and requirements and based on these and the organization's philosophy. You will develop and execute hiring strategies to attract the caliber of individuals required while developing candidate pipelines.

Primary Roles and Responsibilities:
 Develop and maintain partnerships and solid working relationships with hiring managers to assess, recruit for and fill their talent needs.
 Develop an understanding of positions, programs and site requirements, developing specific recruiting plans and initiatives.
 Work with management to develop screening and interview tools, establishing criteria for determining qualified candidates.
 Use creative and innovative candidate sourcing including but not limited to: job postings, internet recruiting/sourcing, networking, social media, sourcing passive candidates, career fairs, employee referral and college recruiting.
 Review of the recruiting process and make suggestions to improve processes.

 Follows up with hiring managers to determine the effectiveness of the recruiting plans, process and implementation, making adjustments as might be needed.

 Track, monitor and analyze recruiting metrics and market data and barriers.
 Keep the team up to date on new trends in talent acquisition and the market.

Qualifications and Experience:
 Requires a minimum of 4-years of solid and progressive experience in full-cycle recruiting, preferred two years high volume technical (Automation Engineering and EE Engineering) recruiting experience.
 Previous experience developing relationships in the community with STEM schools, vocations, and universities.
 Preferred experience would be developing and managing rotational or college programs.
 Previous experience with employee branding in the community.
 Requires experience with Applicant Tracking Systems (ATS).  Requires experience recruiting for multiple sites.
 Excellent communication, organization, presentation and pc/computer skills (including proficiency with Microsoft Office-Outlook, Word, Excel and PowerPoint) along with other related software.
 Knowledge of Federal, State and Local laws and regulations impacting recruiting and hiring.
 Extensive knowledge of online and social media recruiting.
 Demonstrated experience in sourcing, networking, screening and selection skills.
